Transnational Criminal Organizations (TCOs) are foreign groups that conduct cyber-enabled crimes such as ransomware, phishing, financial fraud, sextortion, and pig butchering scams against U.S. citizens and interests. A new White House memo authorizes vetted U.S. private companies to conduct cyber surveillance and effects operations against these groups, with oversight from the National Coordination Center and Department of Justice.
